Jennifer Obinna, Ph.D. is a distinguished expert with over 30 years of experience in research and evaluation, specializing in community health, health equity, gender-based violence, and culturally-informed health and wellness strategies.
With a robust background in social work and public health, Dr. Obinna offers invaluable thought-partnership and technical assistance to governments, non-profits, foundations, and consulting firms. Her work is characterized by the use of diverse methodologies aimed at enhancing stakeholder engagement, effective program implementation, and data-driven decision-making.

Central to Dr. Obinna’s practice are innovative participatory approaches, particularly the Technology of Participation (ToP®) methods, which she integrates into her work to ensure comprehensive stakeholder involvement. Developed by the ToP® Training Network in collaboration with the Institute for Cultural Affairs (ICA-USA), these methods are pivotal in fostering engagement and collaboration. As a Certified ToP® Facilitator (CTF) and Qualified ToP® Mentor Trainer, Dr. Obinna excels in empowering diverse groups through active participation, ownership, and insight.
